Education stakeholders pledged to intensify learning outcomes
NYAGATARE - 16th November 2022: Hon. Dr Valentine Uwamariya officiated the Backward-Looking Joint Review of the Education Sector (JRES) meeting which convened education sector stakeholders to enrich discussions, increase information sharing and ownership as well as enable devising evidence-based solutions.
#JRES meeting is also an opportune time to present and discuss sector budget performance and targets achievement during 2021/22 Fiscal Year, education sector budget allocation for 2022-2023 as well as selecting key policy actions to be prioritized in 2023-2024.
In her remarks, Dr Uwamariya said that JRES recommendations will lead to the common goal of advancing Rwanda’s Education towards promoting access to education at all levels, improving quality education and training, strengthening the relevance of education and training.

During the meeting there were various presentations including the presentation of Minister of State in Charge of Economic Planning at Ministry of Finance and Economic Planning Hon. Dr. Claudine Uwera who presented on the Progress on Sustainable Development Goals, National Strategy for Transformation 1, Education Sector Strategic Plan targets and priority areas for FY 2023/2024.

Other presentations focused on budget Execution performance for Fiscal Year 2021-2022, implementation of Auditor General Recommendations for Fiscal Year 2020-2021 updates on GPE-ESPIG report year two, updates on English proficiency, remedial programs, and comprehensive assessment.
Hon. Claudette Irere during the meeting said: “we are aiming at a strategic TVET which is technology oriented, the one that will be able to give us competitive technicians at local and global market. Our young people should be the ones producing Technological devices we use in our daily lives.”

On behalf of Education Development Partners, Min Yuan Deputy Representative of UNICEF Rwanda Office said that they appreciate Rwanda's commitment to improve education particularly teachers welfare and will continue to support Rwanda to achieve education goals and the best future for children.

In her closing remarks Dr Uwamariya thanked participants and Education Sector Stakeholders in general for their regular support. She urged to work together to fill the existing gaps and addressing challenges in harmony in line with Education Sector Strategic Plan priority areas.
“This forum including joint school field visit has demonstrated that education stakeholders should be closer to schools for better understanding the implementation of policies, analyze and assess challenges hampering quality education, relevance, access and equity.” She noted.
Rwanda aspires to become an upper middle-income country by 2035 and a high-income country by 2050 and be able to provide high quality livelihoods and living standards to Rwandan citizens by 2050 based on skills and competences provided in TVET and general education.
Ministry of Education in collaboration with Education Sector Development Partners organize Backward-Looking Joint Review of the Education Sector which bring together all Sector Working Group (SWG) stakeholders to engage in policy dialogue and to ensure ownership, accountability, and transparency of the NST 1 implementation and monitoring process. The meeting which is an opportunity for Education Sector Stakeholders to discuss priorities of Education Sector and opportune time to assess progress towards implementation of the 2021/22 policy actions.
