Kigali, 13 January 2023: The Ministry of Education held one-day staff meeting at Nyamata to reflect on ways of improving service delivery in their daily duties and get familiar with each other as there were many newly recruited employees within the institution.

In his opening remarks, Permanent Secretary Charles Karakye made an overview of the Ministry and welcomed new staff to the Ministry. “It has been a while, since COVID-19 outbreak, people could not gather as we are gathering today, because we had to observe the prevention measures. We now take this opportunity to welcome all employees who joined the Ministry thereafter and want them to feel like part of the family as well.

The Minister of Education, Dr. Valentine Uwamariya said that this meeting was also an opportunity to celebrate the end of the year and a welcome the new one. “I wish the prosperous new year 2023 to all of you and may this new year come with new determinations to fulfill our duties”.

She later emphasized the Ministry’s staff code of conduct  summarized  in 7 points as follows: 

- To work professionally,

- To observe positive values,

- To comply with working hours,

- To fulfill all work duties as required,

- To be characterized by integrity at work and outside work,

- To avoid any temptation of corruption,

- To be ready for being held accountable.

“If you abide by this code of conduct, the Ministry will aim higher and the quality of service rendered to the public will be also improved”, said Hon. Minister of Education

The meeting was also an opportunity to bid farewell to Mrs. Murangira Ildegonde who has been serving as the Human Resources Officer at the Ministry for 15 years and is going to retire. 

She was commended for her outstanding contribution and passion for work during her tenure at the Ministry and received a certificate of appreciation and an award. 

In her piece of advice to her colleagues, Murangira said” I thank everyone for your support during my time in office at the Ministry, all these 15 years could not have been easy if you had not been there”

She further added that though she is leaving the Ministry, she will remain close to the education sector and will be available for advice or any kind of support when needed”.

In her closing remarks, the Minister of State in charge of ICT &TVET Hon. Claudette Irere thanked the team that prepared the meeting for their commitment. She added that the Ministry has a lot of employees and therefore should the Ministry’s performance be ranked among the best.

“The Ministry has such an army of employees, if we work together as a team, everything will be for the betterment of the education sector!”, Hon. Irere said.

Overview 

Currently, the Ministry of Education is among the 22 Ministries making the Government of Rwanda.

The Ministry of Education (MINEDUC) emerged from the two Ministries that oversaw education before the Genocide against the Tutsi, MINEPRISEC (Ministry in charge of Primary and Secondary Education) and MINESUPRES (Ministry in charge of Higher Learning institutions).

Its mission general mission is to transform the Rwandan citizen into skilled human capital for the socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promoting science and technology, critical thinking, and positive values.

Under the Ministry of Education, there are seven affiliated agencies namely: 

- REB (Rwanda Basic Education Board), 

- RTB (Rwanda TVET Board), 

- NESA (National Examination and School Inspection Authority), 

- HEC (Higher Education Council), 

- RP (Rwanda Polytechnic), 

- UR (University of Rwanda), and 

- CNRU / RNCU (Rwanda National Commission for UNESCO). 

There are also 2 institutions that MINEDUC oversees and supports, namely:

- KPL (Kigali Public Library) and 

- UMWALIMU SACCO (Teachers Saving and Credit Cooperative).
